License assignment requirement in Dynamics 365 Finance and Operations

Microsoft will switch to a new license assignment model for Dynamics 365 Finance and Operations on November 1, 2025: 

Every user – including system users – will require an assigned license in the future. From this date onwards, areas for which no license is available will no longer be accessible to users.
